I need to setup 2 notifications:
1) to Teacher - when a student submits an essay for grading
2) to Student - When the teacher grades the activity
I have it working properly in assignments but doesn't work in Quizzes

This is not a feature of the quiz in Moodle 2.4, sorry.
I've been trying to figure out a work around but haven't come up with anything, perhaps someone else will think of something.

Where do students see if the teacher has graded something? Is there any panel or any kind of notification?
How about teachers, do they get notified somehow?

If you use Ajax marking block in your course https://moodle.org/plugins/pluginversions.php?plugin=block_ajax_marking that will help you know which essay required grading or assignment, forum etc. It will automatically show ungraded assignment in the block. But no notification is sent to teachers etc. you can check this might be helpful.
