Assignment

I would like to make a new plugin for assignment module, How do I start? This module requires that teacher can upload the files as zip which contains multiple documents and when uploaded it extract the zip file which the name includes file(userid_filename.*) , * -> doc/pdf, and display and assign to each user ID
