No Custom SQL tab on Configurable Reports - where did it go?

On our previous 1.9 version of Moodle, we had the Configurable Reports block installed. We were able to create custom SQL reports.  I could define a report by clicking on the Custom SQL tab and adding something like this:

Then recently, we built a new Moodle server using 2.4 and installed the plugins, but now when I go to configurable reports, there is no Custom SQL tab.

The Types of Report field shows only Course Report. If I click on the Help, I get:

Does this have something to do with the missing Custom SQL tab? What is the additional capability that is needed? I need to move a dozen custom reports over from the old system. I'm logged in as admin and have 100% permissions on everything--and so I'm not sure what additional capability is needed.

Sorry, neverrrrrmind! smile  I just figured out what the problem was.  We needed to load the Ad Hoc Data Queries plugin too.
