Hi guys,
I had a similar problem and it is indeed theme-related. I fixed this issue in my theme by editing the layout files (i.e frontpage.php and general.php) and adding class="block-region"
to div elements with id="region-pre"
or id="region-post"

I had the same problem after upgrading to moodle 2.5 from 2.4.3 I solved the problem by changing the order of the editor in available text editors screen. TinyMCE HTML editor should be installed and has to be at the top.
I am looking at this years later following an upgrade to 3.0. I just ran into the same issue and moving TinyMCE to the top of the list of editors resolved it for me. Just wanted to let folks know this resolution may also work for them upgrading to 3.0. Thanks!
