We use CSV file to add our users to different courses.
You could use the email address as the username as in the attached spreadsheet but does not really matter... we have courses allocated according to staff location or pay classification.
The upload settings are great... existing users get updated but once done they only update again if things change. (see attached image)
New users are created according to the contents supplied in the file.
