Please, can anyone help with restrict access?... I need to bring this unit separately as an icon on the editing panel (picture)

Dear Maks,

You did not mention what version of Moodle you are using, but given the icons I assume 2.4.  Therefore I think you need to implement the conditional activities functionality (for resources too) using http://docs.moodle.org/24/en/Conditional_activities to help given your description.

Thank you very much for taking the time to me!

Yes, I'm using version 2.4 .... my goal is to bring the button that opened the block to the restricted access to the panel to the general settings (last picture)
