Am I interpreting this setting correctly?

(In Gradebook) > Settings > Grade administration > Course grade settings > User report (heading) > Show average

The "Average" in question is not the individual student's average, but the average mark of ALL the students in the course for this particular assignment -- yes?

Yes that is correct; it shows the average mark of all the students in the course for each activity to the all students.

If you don't want the students to see the average and you were just trying to get the average for the teacher to see, go to My preferences instead and activate the desired average settings in the Special Rows section.

Keep your eyes peeled -- average has had lots of problems and still suffers from some inherent algorythmic issues.

We're moving to add the option for faculty to ignore 0 as well as empty grades in the 'average' in order ot better asses their assignment/quiz/whatever.
