Hi,
I have just installed Moodle 2.4, created a course, enrolled and registered a couple of students, created an assignment with file submission.
When I log in as one the students and try to upload a file, I get the pop up;
"No permission to access this repository."
1) Is there something new in Moodle 2.4. that the admin or teacher has to allow students to submit assignments (???). I checked the permissions given students by default - and submitting assignments is one of them....
2) Is there something to do about repositories?

I seem to remember having some fun with this when we first upgraded. It will be worth checking you have all assignment submission plugins enabled at:
Site administration / ? Plugins / ? Assignment plugins / ? Submission plugins / ? Manage assignment submission plugins

http://yourmoodle/mod/assign/adminmanageplugins.php?subtype=assignsubmission
