I am looking for a declaration screen that the learner puts a tick in a box fore submitting their assignment.
How do I do this please? I notice that the University of Oxford has one just like I am looking for;- http://onlinesupport.conted.ox.ac.uk/TechnicalSupport/SubmitMoodle.php
It would save hours of frustration from the learners as they have download, sign and then scan in and upload one currently...

this is possible from version 2.4 onward, if the admin has activated the functionality and entered a text to be accepted.

The wording can only be changed by somebody with admin rights (you? ) and is a site wide setting. So every student on your Moodle will see the same text to agree to.
The setting can be found here:
Site administration / ► Plugins / ► Activity modules / ► Assignment (Not Assignment 2.2)
