Hi, I just installed the 2.4.3 version through softaculous and I don't have any create user or group menu. Is there something special I need to do first ?

Hi can you post screenshot what you are getting under site administration menu.
A admin can create user from Settings > site administration > users > Accounts > Add a new user
Groups can be created from inside the course, settings > course administration > users > groups. for more information on groups please refer this doc http://docs.moodle.org/23/en/Groups
