Hi All,
We were on Moodle 1.9 and we could lock the certificate under "Edit/Update certificate" so students who had a final grade of 100% can ONLY download it. Now in Moodle 2.4, I don't see that option. I am lost on how I can restrict students who receive an incomplete from downloading the certificate.

You have to activate conditional activities as an administrator.
Settings > Site administration > Advanced features
Once conditional activities are activated, a restrict access section will then appear for teachers on the edit certificate page. There you can restrict download of the certificate to only those who achieve 100%.
