The Moodle Assignment module has the option of an "Email alerts to teachers" when a student submits. However, it does not take a class with many students to become overloaded with such messages, especially if students are encouraged to submit updates to their assignments. There is a daily digest option with other alerts (such as for forum posts), so I suggest having that for assignment submissions.
