After upgraded my moodle from 2.3.6 to 2.4.3, I found bulk upload users does not work again for chinese character (Settings > Site administration > Users > Accounts > Upload users). It shows empty where chinese characters should be there.
Is this the problem of moodle or my configuration?

Could you also post above used CSV file? I can take a look and maybe help.

I can see that this post is over a year old, but I'm having the same problem "Bulk upload users does not work again for Chinese character ?!", I hope you're still interested and able to help.
I've attached a simple csv file I'm trying to upload, and the first users get uploaded but the one with the Chinese does not.
