It seems the "Browse list of users" function is only available to administrators. Is that right? If so, that's a problem for me, since I have to put a whole lot of managers at my institution into the Moodle administrator role. But I don't want to make them all administrators. What solutions are there, please?
which Moodle version are you using ? In Moodle 2.x a default "manager" role assigned at system context level (global role) is able to access "Browse list of users" function.

Yes, by setting "Context types where this role may be assigned" to include System the problem was solved.

Hello, I have assigned a user to the Manager role yet he is unable to 'Browse List of Users.' The option does not appear for him. We are using Moodle 2.5. Any help appreciated.
You need these two capabilities at the sitecontext:moodle/user:update
If you look at the Browse list of Users screen it always has the icons to update and delete users that is why it is so.
In the code admin/user.php where this is done it clearly askes for these two capabilities or the nopermssion error is returned.
