Error writing to database with course restore

I'm running Moodle 2.4.1 and I'm running into issueswith restoring some courses.  I keep getting an error writing to and reading from database.

After some searching around I thought I'd try to edit the my.ini in the mysql/bin directory and change the max_allowed_packet = 1M to e.g. max_allowed_packet = 100M (as this seems to have worked for some others), but I can't find the my.ini file.  

Any help would be appreciated smile  thanks

If you are on a remotely hosted shared server you might not access rights to make changes to my.cnf.  See you say my.ini.  Windows?  On linux server (dedicated and RedHat/CentOS distro), my.cnf is located in /etc/ and can be edited only by root user.
