I have 2 choices when I enroll users for a quiz. none or student. Is there a way to default that to student, or is the assign roles 'none' option helpful?

Can you please clarify the process you are going through here - what is the screen you are enrolling students? Can you perhaps provide a screenshot?
Generally if a student is enrolled in a course they have access to the quiz - the 'Locally assigned roles' allows you to add/alter specifics for that one activity.
