OK, Ok, ok...., we just figured this out. My co-hort in another school system had his Moodle Admin send a screen shot showing how to give feed back/upload a file. Neither of us had ever seen that screen and then he discovered that all we had to do was click on Update/Grade.... (hmmmmm......)
Maybe if the column had been titled Feedback instead of Status, we might have seen it sooner.
Maybe if there was a blue? there, we night have seen it sooner.
If either of us had thought that there was an easier way, we might have thought to click on that small and innocent looking "Moodle docs for this page" at the bottom of the page, we might have discovered it sooner...

Still, we don't see an option to switch on or off any "feed back Settings" in the assignment... A moot point now anyway... (-:
