This is very similar to the discussions we've started about upgrading the forum module for 1.6. In my head, I was conceiving something very similar to what you've described for the message tagging.
Now I'm thinking we should be making the meta-tagging system more general and applying it where its needed. So the tagging would be a a separate (module? - I think we need another term here to describe add-ons like this) that can be used as needed with other Moodle features. Such a feature, down the road, could make it possible for individuals to start grouping their own related information pieces into a collection...
