I input this information in the SITE ADMINISTRATION > LANGUAGE > LANGUAGE SETTINGS > LOCALE field (please take a look at the attached image), but the certificate keeps showing the months in English.
Would you have some other idea?

if it is the case, you must edit the activity and save without change, this is will force the certificate to re-issue

No, with this you can set only 1 language (the "site setting").
On my site, I have both German and Italian courses, with German and Italian students (they can set the preferred language in their profile, and also I have already set the course language).
It would be great to have a date in "short" format, for instance 11.08.2017 (German short date format) or 11/08/2017 (Italian short date format), this would be wonderful.

I haven't seen the right option in https://docs.moodle.org/dev/Translation_langconfig (COURSE LANGUAGE would be the solution) so I've changed line 1576 of locallib.php in:
return userdate($date, "%d.%m.%y");
but it would be nice to have a simpler solution...
