Missing "Course Administration" and email confirmations

When I log into moodle as an admin, the "Course Administration" section is missing from the Settings block.

How do I get that back?

The other problem I'm having is that when student enrols for a course, a confirmation email is sent to the student, but not the administrators. The only notification the admin recieves is a receipt from authorize.net.

Thoughts?
