I feel like I am missing some key piece of documentation and was hoping someone could point me in the right direction. I'm looking for some type of admin guide that will cover topics like different user levels (student, teacher, creator, etc) .
Anyone point me in the right direction?

You can find some documentation here and in the Documentation Project course. A more comprehensive user guide is planned for a future release of Moodle.
