I am running Moodle 2.3.3+ on a Window 8 Server (IIS7) with a backend SQL database residing on a seperate server. Up until last night, everything was working fine. Last night when trying to upload a scorm package located in the repositor, I was able to upload the package fine, but when I select Save and Continue to Course or Save and Display, the server times out. We have made no changes to the server. I cannot seem to isolate or correct the issue.

Do you use fast-cgi.exe in the server ?
It can help to improve the performance.
We had a similar problem and I increase the max memory limit of the php.ini file and then restarted IIS7. It solved the problem.
