The only issue with cohorts is that the cohort has to be manually added by admin to each course -whereas csv upload will add them in the course automatically. On the other hand, cohorts would as Chad says make your life a lot easier when staff come and go as the cohort would sync enrolments once they have been set up -whereas csv would not.
