I would like to change the black header background from plain black to a picture. I am not sure where the code is located to change this. Is it in frontpage.php?

This is a great tool. I see the code that needs changing. I don't know that Firebug indicates where the code is that needs changing. (ie;which file) I must be missing it.
Add it to the END of the solstice/core.css file.
Gotcha! I ended up editing existing lines in the core.css before I read your post. It worked but I will erase this line, use your strategy and see how it turns out. Thanks again!
