We are currently hosted by Bluehost, but in the process over moving to another host, question is which is better, Managed Hosting, Static IP or cloud?

That's a great question, I would also like to know what the experts think about hosting Moodle with these international hosting companies. We use semi-dedicated hosting with Siteground.com. It's great, their customer service is incredible and having easy access to cpanel and fast technical support is superb. I prefer this to the way our past Moodle Partner did things. The server has major limitations though, when I do heavy admin tasks like uploading or locking grades we often get Apache timeouts.
If we upgrade to Cloud VPS is it really going to be wonderful and solve all my problems?
Also, I wonder if Moodle.com would ever consider hosting for everyone in the cloud with major server architecture like Google does with its Apps, Wordpress.com, or the new OpenClass by Pearson Education.

further, on the point about limitations to the server, our Moodle Partner seemed to draw a blank on optimizing for grade import. I was assuming it was Moodle itself until I heard about some sites with tens of thousands of concurrent users running on university servers.
Siteground, understandably cannot offer us optimization support for Moodle as it is not a service it provides. Human Logic, claimed to but didn't prove competent enough to follow through. I'll learn what I can, and have permission to contract a technical advisor if I reach a limit to my time or ability.
