We're having the same issue after restoring a course from 1.9 to our 2.4.1 server. We use the Formal White theme normally and this places all of the blocks at the bottom of the course home page and the full width of the screen. If I change the theme for the site to Afterburner the blocks are still at the bottom of the screen, but are the appropriate width. Any suggestions?
