When editing is off, jump to navigation block disappears

Hello all,

I'm trying to use the Jump to navigation block in Moodle 2.3, placing it in the left column to serve as course navigation.

When I am logged in as admin and have editing turned on, the jump to navigation block displays and functions correctly.

When I use a test account with student role, the block does not display.

I have now noticed that when I'm logged in as admin and turn editing OFF, the block stops displaying.

I've ensured that students have the permission to view the block, and all the settings for the plug-in are left unchecked (see image).

Does anyone know how to change this strange behaviour?

Can anyone help with this problem? I suspect it's permissions-related, but I've followed all the guidance on permissions suggested for the 'jump to ' navigation block.

At this point, the alternative is a handmade HTML menu, which seems very outmoded.
