Creating a Manager Role

Moodle 2.2.2-1.

Being new to moodle I have a most likely dumb question, but after really reading and looking, I am stumped.

I have added a user to a manager role as per the documentation, the Manger Role shows this user, however, when I login as the user I have an empty blank front page except the profile of the user. I dont even see any courses!

I fully expected to see all the courses etc. and act as a semi-admin for enrolment etc. Where am I going wrong, there is nothing I can see in the documentation that adds more than what I have done!
