I, too, am having trouble restoring a backup of a 1.9 course into 2.3. I upped the bug-reporting as you instructed and got the bug report that I've attached to this message.

the error message begins with "MySQL server has gone away". That looks bad. I don't think I can help you with that. It happens before Moodle even starts trying to restore activities, so the HotPot module never gets a look in.

Actually, Gordon, you were an enormous help. Searching for 'MySQL server has gone away" led me to another discussion board where the problem was identified as the import being too big for MAMP (which I'm running). Making the adjustment suggested here solved it for me.
