First of all you must install OpenMeetings server.
Have you installed it?

After this you can install OpenMeetings plugin for Moodle
in Moodle.
Could you please tell me what you had installed and the versions
(Moodle, if OpenMeetings).
In what machine you want install OpenMeetings server (cpu,
memory...).
