HI:
In our moodle 1.9.8 I cant find the backup:userinfo and restore:userinfo capabilities for any role in the permissions page. Using debug mode I recived the following messsage when trying to backup a course
"Capability "moodle/backup:userinfo" was not found! This should be fixed in code."
