I have just moved to a new computer and I have accessed My Home Page but there is no settings block on the lefthand site.

The block can move. Look on the right.
Or check to see that it is not docked.

Yes, it's on the right but I can only access 'My profile' settings - Site administration is not available to me.

You're right, I've lost admin status. Instead of trying to correct the problem (since I only have test 'teachers' and 'students') I am going to start from scratch, open a new account and reload Moodle. It may seem like I have wasted a lot of time but I guess its all part of the learning curve.
