We seem to be on-track to release Moodle 2.4 next Monday.
We are finalising QA testing and resolving issues that have arisen from that, but there are no significant blocking issues or late-arriving new features.

Ugh. Just when I finished intergration of Moodle 2.3.

Yeah, I feel your same pain. But progress is nice. We are going to be adopting a strategy of upgrading to every other version. That falls in line nicely with our summer break in which we can devote more time to working on the integration of a new version and handling the API changes.
Moodle 2.5 is targeted for June 2013.
The nice thing about a new version every 6 months is that you can better plan your upgrade cycle. Also, the point updates follow a fixed schedule.
I think you have no guarantees until you test the module individually. A developer would need to review API changes to make sure the module will still work as intended.
Having that said, there is a great chance that 2.3 module will work just fine.

We have SO many customizations to Moodle now, it's crazy. We've got changes every where, moodlib, course view and render, 20+ local plugins.
It's a fairly strait forward process to upgrade, it just takes us so long to go through it.
We also have more local plugins and customizations from our clients on 1.9.
