I'm backing up a course from a 2.2 site. The admin user has no role assignments anywhere (I checked). Yet, despite this, the admin user ends up in the backup file.

On restore (on a 2.3 site) there is a very strange result. A screen warning about the admin clash and then some options to set role assignments comes up. However, there is only a cancel button. Pressing the cancel button causes the restore to fail leaving a corrupted course.

Editing the users.xml file and removing the admin user record completely solved the problem.

Does anybody have any thoughts?

stumbled across this looking for someone else.

Admin doesn't need to be enrolled to get 'into' the backup file. Admins/Managers who view the course at least once pretty much end up in the backups as the backups will backup the log entry when the admin entered the course.

As to why there is a conflict, it's probably the email address or similar detail differs from the system you are restoring to vs the contents of the backup file.
