If you have many short cloze questions with only a single gap in each question, you could use JQuiz to input the questions into a single JQuiz file, and when you import that into the Moodle question bank you will get multiple SHORTANSWER questions.
But if you have more than one gap in a quetsion, you would have to use JCloze and put each question in its own JCloze file.
