you have to change both of these in the php ini
upload_max_filesize = 500
post_max_size = 500
then go into the settings in moodle and set it there and you should be fine.

If both Moodle are 1.9, uploading the backup first via FTP and then restoring within
the target Moodle would be another alternative. (Also doable under 2.x http://docs.moodle.org/en/File_system_repository, but trickier.)

Thanks for you help, the repository did the job now i have access to my backup files.
But when i am in the restore process in the final stage i have this message "500 internal server error" can you help me with this?

You mean, you have the backup file (undamaged) in the server. Now trying to restore it gives "500 internal error". That error itself doen't say anything, you have to get the error message through http://docs.moodle.org/en/Debugging.
