The Problem:
I always get errors from Moodle Web Service Test Client.
Errors:
SoapFault exception: [Sender] Function ("core_course_create_categories") is not a valid method for this service in ........................ moodle\lib\zend\Zend\Soap\Client.php:1113
REST Protocal

Please check if a service containing the function is enabled.
In the service settings: if the service is restricted check that
the user is listed. Still in the service settings check for
IP restriction or if the service requires a capability.</DEBUGINFO>

My Environment: Moodle 2.3+ on Apache Server on Window 7 "PC".
I enabled : Web Services - Moodle Mobile Services -
REST - SOAP - XMLRPC Protocals.
I use Admin Token.
