Yes, w/ the lastest release on 2.2.6+.

Sorry I can't give any helpful ideas for 2.2.6+ but Nanogong 4.2.3 and TinyMCE editor and all its buttons in full screen mode works for me in 2.3.4+. So far as I can tell the major difference in the two is that Moodle 2.2.6 is using TinyMCE 3.4.9 and Moodle 2.3.4 is using TinyMCE 220.127.116.11.
I don't maintain a 2.2.6 version anymore so I can't check it, but I do seem to remember that when I was using TinyMCE 3.4.9 it was broke the same way yours is.
I don't know if the versions matter in this case.
I have a test site on 2.2.6+ where the full screen mode works fine, I've imported this course and tested it on it.
