Am a little hestiant to share this, but thought the info might prove useful to some even if one doesn't actually use the work-around'. 

A Moodle 2 File Browser 'work-around' ... not a hack of Moodle code which might be replaced/changed with the next update/upgrade, but, rather, taking advantage of what Apache and Moodle will let you do.  It won't let anyone edit/change tables or delete files ... it is exactly as advertised ... a 'home made' file browser.  There is, as is all things on port 80 today, an element of risk, but those can be negated to an extent via apache config or via .htaccess.

Guest access allowed and requires a key.  Key is inbetween ()'s in title of course.  If you wish assistance, please sign up and use the course in above link rather than using these forums.

Nah!  Maybe it's me and am too obtuse!  Guest key is 'sos' which is in the navigation menu  (as well as the title for the course).
