Moodle does not log changes to enrolments or roles

Using Moodle 2.2+, on windows server 2008, MS-SQL.

If I enrol, unenrol or assign/remove a role on the Enrolled users page it is not recorded in the course log.

If I go to Enrolment Methods and click on the Assign Role icon next to manual enrolments than enrol/unenrol a user it is recorded in the course log.

The log referred to is : Navigation -> [course name] -> Reports -> Logs

Has anyone else encountered this problem.

I have not encountered this, but there are other actions that do not show up in the logs.  I have one course with 7 users assigned the teacher role.  One of them hid the manual enrollment plugin, and I was tasked with figuring out who.  The logs do not record hiding/unhiding enrollment plugins either.

Yes, we've just discovered that too.

It seems like a glaring omission - you would think one thing you would want to audit was when people started and stopped having access to a course.

We've just had it with a student who claims not to have been on a particular course and so couldn't know about assignments etc.  But we can't prove otherwise!
