Duplicate Blocks appearing upon Backup & Restore process

Hi all,

To put you in the picture, we have two Moodle 1.9 instances; VLE-A, VLE-B. VLE-B was set up with sticky blocks visible in all courses.

When making a backup and restore process form VLE-A to VLE-B, it seems that moodle blocks in VLE-A are also being restored in VLE-B, even if these are already displayed as sticky blocks (thus creating duplicate blocks of the same type, say Latest News).

Obviously, one can easily delete the unnecessary blocks which were created upon restore. Though, this could be a nuisance and time-consuming if a number of courses were restored en-bulk.

Is there a way to impede backing up and/or restoring moodle blocks from separate instances? Or maybe any other viable solution...
