Recently I upgraded to v2.3.2 of Moodle. Until now I’ve been working with v1.9.
I want to set the hour-display format (for example in the forum or reports/logs) to 24h instead of the 12h format I am using now (I am not talking about the calendar, already fixed it in its settings).
In the old version you could change the hour-display format with the method explained in this topic, but with the new version, regardless of the fact that I did everything, the format is still 12h. I guess there is a new way to change the hour-display format in 2.3.
Could you help me chance the hour-display format ? If the problem is already discussed in another topic, I’d like a link for it.

Once you change the Time display format in Site administration > Appearance > Calendar, the time format displayed actually depends on the Preferred language setting used in the user profile. Bulgarian and English seem tied to a 12 hour format, while Spanish shows a 24 hour format.
Anyway, there are a couple of trackers with this issue:
I just tested this and the calendar setting actually appears to take priority over the language default, so that 24 hour will show in calendar but 12 hour (in the case of 12 hour languages like English) everywhere else. And vice versa. It really makes more sense to have a global setting throughout the site, which is why I would like to see the patch at MDL-11094 integrated into core.
