Please correct any errors in my thinking here. I have read Mark Dreschsler's explanations of why the new Moodle file system is great and while I have a basic grasp of it, I need it simplified.
It is my feeble understanding that it is best practice not to link to files from a web page, forum, assignment etc. because they don't have a persistent URL and exist only relative to the activity into which they were loaded.
However, what about the case of Legacy course files in a course restored from a previous version of Moodle? Should I go through the curse and unlink all the links to PDFs and docs that exist in Lessons and web pages, and break them out into files or folders of files? Or will they be okay so long as they don't need to be updated?
