Hi Paul,

Prior to Moodle 2.3, there was just one capability moodle/course:manageactivities which controlled whether you could add/update/delete ALL activities and resources in a course. Activities and resources listed in the dropdown menus could be restricted for all courses on the site in Settings > Site administration > Security > Module security.

The set of addinstance capabilities in Moodle 2.3 replaces the module security functionality in 2.2, allowing for finer-grained control of activity module availability. (Source: Managing activities)
