I'm using Windows 2008 R2 and IIS 7.5 together with Moodle 1.9.11
I have two of these servers one I've set up and the keys are fine. The other just won't do it. When I turned debugging on I got

Implying it can't find the openssl.cnf
I'm positive it can. I've checked the environment variable on the server. I've checked the two php.ini files against each other, no annoamlies. I've checked the two openssl.cnf files against each other - nothing obvious. I've made sure to edit the moodle config files to include the line to tell it where to find the openssl.cnf
I've restarted the server to make sure everything took effect.
I've also got the key thing set up on desktop pc Windows 7 so I know I can do this, but for some reason on this particualr server it isn't working and I've clutched every straw I can see. Any ideas?
