Diagrams are best submitted on paper and marked by the teacher. We are planning to provide an off-line question type that provides a convenient way for teachers to enter the marks for those questions.

I guess that there no plans to allow attachments to the essay question?
If not then one might always use the forums, or the Assignment module (thanks) to allow students to upload things that they have made with MSpaint GIMP or whatever.

I you are asking your students to answer with diagrams, probably you are not having >20 or so such questions in a "quiz", and you do not expect automatic marking, do you?
This is the scenario for using the Assignment module, rather than Quiz. There the students are asked to submit a file (may be a document, full with text, math expressions and diagram images). You are free to choose a document format that you and your students can share (OpenOffice, LaTeX?)
