Is it possible to enrol users with paypal payments for all courses?
I want users to pay a fee and have access to all courses for 1 year.

How about creating one course with paypal enrolment and then use the course meta link enrolment plugin for all your other courses. This will result in users paying a fee to access one course and then being automatically enrolled in all other courses. Please see the documentation Course meta link for further details.
