I am trying to figure out how to make a matching quiz in hotpot that will allow you to drag and drop a word or phrase onto a blank in a sentence.

Hi Donald,

HotPotatoes doesn't offer this option. Instead, I'd recommend you use JCloze with the dropdown output or Michael Rottmeier's JCloze dropdown.

Are Stan's suggestions OK for you?

In fact, all browsers allow you to drag-and-drop words from one place to another as I  did in this exercise: Pronunciation of the -ed ending - 1

But I actually think Stan's suggestion of using drop down is better and have redone the exercises that way here: Pronunciation of the -ed ending - 1
