Is there a way for me to change the password settings?

What do you mean by "password settings"? If you mean the rules for passwords then Settings>Site administration>Security>Site policies

William and David: did you guys know there is a search box for admin? Put in password, scroll down and there is all the settings.

This is a great timesaver.

I did know where to find this setting some time ago but was mystified about its place in 2.3. Found it, sorted it!
