Book Module not presenting Return Carriages properly | Moodle v2.3

Have started using Book module.

I notice that the return carriages between paragraphs do not always separate paragraphs. - Instead paragraphs usually display stuck together.

When I go back in to the chapter it takes two or three repeated return carriage strokes between paragraphs to separate these. Sometimes the paragraphs do not separate at all.

There may be a bug here. If so, where would it be best to report it? It may be that this is a TinyMCE and not a Book module issue. It could alternatively be an issue with the 'Formal White' theme I am using.

Further investigation reveals that this is not a Moodle 'Book' issue, but one related to the theme (am using the Formal White theme).

Using the 'Paste from MSWord' button in the TinyMCE editor sometimes allows untidy html in. The only solution I've been able to find is to re-code the raw html formatting. - Somewhat time consuming. sad
